Dutch residential IPs come mainly from KPN and VodafoneZiggo, which each hold 35 to 40% of fixed broadband, per the ACM. Odido and DELTA Fiber follow.
The Dutch market is split between two access types. In Q4 2025 the ACM counted 3.64 million fibre and 3.11 million cable subscriptions, while copper fell to 1.42 million. PontProxy, a no-KYC UK & Europe residential and 4G/5G proxy provider, lets you pin any of these networks by ASN.

Odido, the former T-Mobile Netherlands, keeps home and mobile users in separate networks. The RIPE database labels AS31615 ranges as a "Pool for mobile users" and AS50266 ranges as a "Pool for fixed WBA users".
This matters when a target treats home and mobile visitors differently. If you want an Odido home-broadband IP, target AS50266. If you want the address a phone user gets, use AS31615 or a dedicated Dutch 4G/5G port.
Teams use Dutch IPs to see Dutch prices, listings and ads exactly as local visitors do. Common legitimate jobs:
